The Vacaville City Council is pleased to announce the selection of Andria Borba as the next City Attorney. The City Council will consider her employment contract during the October 28, 2025, City Council meeting.
Borba, who has served as Vacaville’s Assistant City Attorney since 2019, brings nearly twenty-five years of combined public and private sector legal experience, including nine years with the City. During her tenure, she has provided legal counsel to the City Council, Planning and Parks and Recreation Commissions; represented the City in litigation and administrative proceedings; and advised on land use, employment law, public safety, and compliance matters.
“On behalf of the City Council, we are pleased to promote Andria to the position of City Attorney,” said Mayor John Carli. “Her commitment to transparency, ethical governance, and public trust has earned her the confidence of the Council and respect of City staff. She has demonstrated exceptional legal expertise, sound judgment, and a deep understanding of municipal operations. We are proud to have her lead the City Attorney’s Office as we continue advancing Vacaville’s vision of being the best place to live, work, and play.”
Borba joined the City in 2016 as a Deputy City Attorney II. She has been instrumental in advancing City initiatives through strategic, solutions-oriented legal guidance. Before joining Vacaville, she served with the California Department of Corrections and Rehabilitation and in private practice representing public agencies across California.

Borba earned her Juris Doctor from the University of the Pacific, McGeorge School of Law, and a Bachelor of Arts in History from Gonzaga University. She is an active member of the League of California Cities, serving on its Police Practices Ad Hoc Committee and Emergency Response Committee. Borba is anticipated to transition into her new role on December 20, 2025.
