City of Eastvale logoEarlier in November, the City of Eastvale led a coalition of 13 municipalities from California, Colorado, Florida, Illinois, Iowa, Ohio, Oklahoma, South Carolina and Wisconsin to lobby in Washington, D.C. and garner support from Senators and Congressmembers to address the postal and Zoning Improvement Plan (ZIP) code challenges that are occurring in their communities. Local officials are requesting assistance in prompting the United States Postal Service (USPS) to update outdated ZIP code lines and designations that contribute to delayed mail delivery, confusion in first responder dispatching, higher insurance premium rates, and the loss of internet sales tax revenue in affected communities.

The City of Eastvale founded the National ZIP Code Advocacy Coalition in partnership with the City of Castle Pines in Colorado in 2023. The group, serving as an informal coalition of over 80 cities, counties, towns, and villages across the nation, provides a platform for impacted municipalities to leverage resources and share connections with one another. These communities are collectively working together to convince Congress that ZIP code correction is a serious problem that the USPS has been reluctant to address on its own, after numerous requests from impacted municipalities.

It has been 19 years since Congress last directed the USPS to address the issue. Eastvale Mayor Mike McMinn shared that “Eastvale residents and businesses deserve a ZIP code that reflects the community they actually live and work in. Outdated ZIP code boundaries create confusion for first responders, delay important deliveries, and divert critical revenue away from our city.” Eastvale Councilmember Christian Dinco similarly expressed “This isn’t just a technical issue. It affects public safety, economic development, and our community identity. By working together with other cities and our federal representatives, we’re pushing for a solution that will finally give Eastvale the ZIP code recognition it has earned.”

With Eastvale and Castle Pines’ leadership, the Coalition successfully introduced multiple ZIP code legislation in partnership with Senators and Congressmembers in the current congressional legislative session. In particular, H.R. 672 and H.R. 3095 were passed by the House of Representatives on July 21, 2025 to address challenges caused by outdated ZIP code boundaries in more than 70 municipalities. These bills have now been referred to the Senate for further review and consideration.

The City of Eastvale and coalition members are committed to work with leadership in Congress to enact legislation that improves ZIP code boundaries. By joining together, coalition communities can better educate members of Congress about the need to correct these problems in a timely manner before the current congressional legislative cycle ends on January 2, 2027.
