Renne Public Management Group (RPMG) is excited to announce that Jeremy Bowers and Gina Anderson have joined the firm as consultants, bringing a combined six decades of public safety leadership, law enforcement expertise and executive experience to the firm’s growing public safety management services.

Jeremy joins RPMG after nearly 30 years in law enforcement, including nearly nine years as chief of police for the City of Piedmont and close to two decades with the San Jose Police Department. Throughout his career, he led efforts to modernize public safety operations, advance organizational planning and strengthen community trust through thoughtful, data-informed leadership. At RPMG, Jeremy will advise public sector clients on organizational planning and public safety initiatives, bringing a listening-first approach and a commitment to helping agencies navigate difficult situations and better serve their communities.
“Policing and the space it occupies in our society is critically important,” said Jeremy. “The opportunity to join a team that is focused on finding ways to aid, elevate and improve the profession — and ultimately benefit the communities being served — is meaningful to me.”
During his time with the San Jose Police Department, the agency briefly operated an internal unit focused on performance auditing. The unit, known as the Performance Auditing Detail, or “PAD” unit, was created to review some of the same types of issues Jeremy will address as a new RPMG consultant: aligning practical execution with best practices and maintaining consistency with policies and procedures.
“Even major city police departments can benefit from having a dedicated function to evaluate performance, compliance and policy adherence,” he said. “However, like many law enforcement functions that do not involve immediate operational response, auditing work competes with other staffing priorities. An external team can provide not only objectivity and a fresh perspective, but also dedicated capacity that may be difficult for an agency to maintain internally, even when the need for auditing is well understood.”
Gina brings more than 33 years of public safety, legal and investigative experience to the firm. After ending her full-time law enforcement career as police chief for the City of Newark, she stepped in as interim chief for the cities of Pleasanton and Albany. Earlier in her career, she spent more than 13 years with the Citrus Heights Police Department, rising from lieutenant to assistant chief. A licensed California attorney, Gina focuses on personnel investigations, organizational assessments and executive advisory services for public agencies.
“As an attorney, Gina brings a unique perspective on the intersection of public safety leadership, policy, accountability and legal risk,” said Nelson.
Gina’s perspective is shaped in part by her experience helping build the Citrus Heights Police Department from the ground up. As a member of the department’s first command team, she helped establish the systems that would guide training, professional standards and personnel investigations. She later applied that same practical, systems-oriented approach to conducting policy compliance audits and implementing processes designed to ensure that agency practices align with policy expectations.
“RPMG’s commitment to supporting public agencies through independent, objective assessments is exactly the kind of work I want to be doing,” said Gina. “My focus remains on helping agencies implement sustainable solutions that reduce risk, and this role allows me to continue doing that.”
Jeremy holds a master of advanced study degree in criminology, law and society from the University of California, Irvine, and a bachelor of science degree in criminal justice administration from San José State University.
Gina holds a juris doctor from McGeorge School of Law at the University of the Pacific and a bachelor of arts degree in political science and government from the University of the Pacific.
