City Council has voted unanimously, 5-0, to appoint Assistant City Manager Ryan McLean as Diamond Bar’s next city manager at its regular meeting of June 16, 2026.

McLean will assume the role on July 1, following the retirement of City Manager Dan Fox who led the City’s daily operations for the past nine years.

For McLean, this role is personal. His parents moved to Diamond Bar when he was young and they still live here. McLean attended Diamond Bar schools and graduated from UC Irvine with a degree in economics. In 2024, he earned the International City/County Management Association Credentialed Manager designation, and completed the Advanced Institute for Economic Development certification offered by the California Association for Local Economic Development.

McLean began his career in 1997 as a member of the recreation team that served Diamond Bar through a then-contract with City of Brea. He joined the City directly as a full-time recreation coordinator in 2001, moved to the City Manager’s Office in 2005, and was promoted to deputy city manager in 2014. He has served as assistant city manager since 2016, overseeing the Parks and Recreation Department, and the divisions of Human Resources and Risk Management, City Clerk, Information Systems, and Community Relations.

Throughout his career, McLean has developed and honed his expertise in municipal operations at all levels, public safety, emergency management, economic development, community partnerships, community engagement, and executive leadership. He has served as acting director of Parks and Recreation, acting manager of Human Resources and Risk Management, and acting City Clerk on numerous occasions.

His work over the years has included leading the development of the City Council’s first Strategic Plan; expanding the City’s community outreach and engagement efforts; overseeing the City’s transition from at-large to district-based City Council elections in compliance with state law; guiding key recruitments and succession planning, fostering positive employee relations, and advancing organizational  process improvements to strengthen service delivery; and actively addressing the City’s long-term fiscal challenges to ensure financial sustainability.

McLean is married and has a young daughter. Outside of work, he enjoys reading, running, playing guitar, and cheering on his Boston sports teams.
