Public agencies are increasingly adopting emergency support programs to quickly provide relief to vulnerable residents and businesses during hardships.
In early 2026, the City of El Monte recognized that many residents and small businesses were experiencing financial distress due to federal immigration enforcement activities. In response to community hardship, the City Council explored ways to provide direct support to residents and local businesses.
On April 8, the City Council established the City of El Monte’s Compassion Fund, amending the operating budget to appropriate $500,000 directly from General Fund Reserves.
As part of the initiative, El Monte is partnering with non-profit organizations to administer and distribute the funds. The goal is to provide the community with access to critical resources, including food, basic supplies, health and mental health services and legal support.
City Manager Alma Martinez is leading the program’s implementation and ongoing oversight.
