The Town of Woodside is pleased to announce the appointment of Pamela Antil as Interim Town Manager, effective July 1, 2026. Antil brings more than three decades of local government leadership experience, including service as City Manager for the City of Encinitas, in San Diego County, and executive leadership roles in communities throughout California. Most recently, she has served as Interim Assistant City Manager for the City of San Bruno and as a municipal consultant assisting local governments with strategic initiatives, organizational development, and operational excellence. She previously served in the assistant/chief operating role for the cities of Palo Alto, San Jose, and Santa Barbara, California, as well as the cities of Novi and Ann Arbor, Michigan.
Antil will provide executive leadership and operational oversight while the Town Council conducts a thoughtful and deliberate process to determine the qualities, experience, and leadership attributes it seeks in a permanent Town Manager. Her appointment provides stability and continuity while allowing the Council the time necessary to evaluate the Town’s future leadership needs and develop a comprehensive recruitment strategy.
“Pam brings a wealth of municipal leadership experience and a proven track record of working collaboratively with elected officials, staff, and community stakeholders,” said Mayor Dombkowski. “Her extensive background managing complex local government operations will help ensure continuity of service and organizational stability while the Council takes the time needed to identify the long-term leader for Woodside.”
As part of this transition, Assistant Town Manager Melissa Cardinale will return to her permanent role as Assistant Town Manager after serving as Interim Town Manager for the past four months. The Town Council expressed its appreciation for Melissa’s dedication and leadership during the transition period.
“The Council is grateful to Melissa for her willingness to step into the Interim Town Manager role and provide steady leadership over the past four months,” said Mayor Brian Dombkowski. “Her commitment to the Town, employees, and residents has been invaluable, and we look forward to her continued contributions as Assistant Town Manager.”
Throughout her career, Antil has led organizations through complex challenges and opportunities involving fiscal stewardship, community development, infrastructure investment, public safety partnerships, environmental sustainability, strategic planning, and organizational improvement. She is widely recognized for her collaborative leadership style, innovation, transparent communication, and commitment to delivering high-quality public services.

I look forward to working with the Town Council, staff, residents, and community partners to maintain excellent municipal services and support the Council as it evaluates the qualities and priorities it seeks in its next permanent Town Manager.”
The Town Council anticipates using the coming months to assess the organization’s needs, engage in discussions regarding community priorities, and determine the desired qualifications and leadership attributes for Woodside’s next permanent Town Manager before launching a recruitment process.
