TSTSThe Westminster City Council met April 28 for a strategic plan check-in workshop to review progress, discuss priorities and identify opportunities to advance the city’s 2025–28 Strategic Plan. Facilitated by Tripepi Smith Talent Solutions (TSTS), the workshop marked the city’s first formal progress review since adopting the plan last year.

The workshop allowed City leadership to evaluate accomplishments, revisit timelines and ensure initiatives remain aligned with Westminster’s long-term vision. TSTS CEO Ryder Todd Smith and Business Analyst Morgan Teruel led discussions on next steps, community needs and organizational alignment, while city departments and councilmembers shared updates, successes and areas for improvement.

“These regular check-ins are essential to maintaining momentum and accountability,” said Westminster City Manager Christine Cordon. “This workshop allowed the city council and staff to review where progress has been made and identify areas requiring further focus to ensure our priorities continue reflecting the needs of Westminster.”

The workshop focused on implementation efforts connected to the city’s five strategic goals:

  • Achieving financial stability
  • Implementing and supporting effective land use policies that encourage quality development
  • Attracting, developing and retaining well qualified staff members
  • Improving customer service delivery to the community
  • Enhancing quality of life and beautification throughout the city

Throughout the session, city leadership reviewed completed initiatives, discussed projects currently underway and considered additional action items that could support continued progress over the next several years. The collaborative format allowed participants to evaluate how strategic priorities are translating into operational outcomes across departments.

The City of Westminster plans to continue holding strategic plan workshops every six months as part of its ongoing commitment to transparency, adaptability and continuous improvement. These sessions will help ensure the strategic plan remains responsive to evolving community expectations while providing a clear framework for tracking progress and future decision-making.
