Following a nationwide recruitment, the City of Marina is pleased to announce the selection of Matthew R. Mogensen as its next City Manager. 

Mogensen currently serves as City Manager of the neighboring City of Pacific Grove, and previously served as Marina’s Assistant City Manager from 2018-2024. He is expected to begin his new role in late August following the retirement of City Manager Layne Long, who concludes his 13 years of service to the Marina community on July 17. 

“Matt understands Marina, knows our organization and has already played a role in many of the projects that matter to our community,” said Marina Mayor Bruce Delgado. “The Council and I are confident in his ability to lead the City and build on the progress we’ve made.”

A Marina resident, Mogensen returns to the organization after leading Pacific Grove since May 2024. During his time there he focused on strengthening the City’s financial position and improving how the organization serves its residents. 

“Marina has always held a special place for me and my family, and I am honored by the Council’s trust,” said Mogensen. “My years living and serving in the community have given me a personal stake in its future. I look forward to partnering once again with the Council, our dedicated city staff and our residents to champion sustainable economic growth, enhance our neighborhoods and deliver the top-tier services that Marina deserves.”

During his six years as Assistant City Manager, Mogensen spearheaded several complex, high-profile initiatives, including redevelopment of former Fort Ord properties, affordable housing initiatives, airport operations, habitat conservation, council districting and cannabis permitting. He also represented Marina on numerous regional bodies focused on economic development, tourism, broadband and homelessness.

Mogensen has more than 20 years of local government experience. Before serving in the Monterey Bay area, he held leadership roles with the City of Fountain Valley, where he served as Planning and Building Director and Assistant to the City Manager and worked in community development for the cities of Brea and Montebello.

He holds a Master of Public Administration with an emphasis in public policy and finance from California State Polytechnic University, Pomona, and a Bachelor of Arts in Geography with a concentration in Environmental Planning and Analysis from California State University, Fullerton. He is an International City/County Management Association (ICMA) Credentialed Manager and currently serves as the Chair of the Monterey Bay City Managers Group.
