Public agencies are leaning to more proactive approaches to graffiti abatement, prioritizing faster response times, regular patrols and streamlined public reporting protocols.
The City of Lomita receives approximately 200 graffiti reports each year. Historically, the City responded to incidents as they were reported because limited staff resources made it difficult to regularly monitor high-impact areas or provide consistent response times.
In July 2025, the City Council approved a three-year agreement with Graffiti Protective Coatings Inc. (GPC), which runs through July 1, 2028, for dedicated graffiti removal services.
Under the agreement, GPC provides unlimited graffiti removal, proactive patrols three days a week and a free reporting app that allows residents to submit photos and location details. Emergency reports can be addressed in less than 90 minutes, while routine requests are typically handled the same day or within 24 hours. The program is funded through the City’s Community and Economic Development Available Balance.
City Manager Andrew Vialpando is overseeing the program and its ongoing implementation.
“For a small City like Lomita, being proactive really matters. We’re always looking for ways to make the most of our resources while continuing to provide the level of service residents expect. Having an additional resource available helps us respond to graffiti concerns more efficiently while allowing our staff to stay focused on the many other needs in the community,” said Lina Hernandez, Assistant City Manager.
