The Hawthorne City Council has adopted an interim urgency ordinance that temporarily halts new or expanded data center development citywide.
The moratorium is designed to give Hawthorne staff time to evaluate the impacts of large-scale server facilities before any new projects can move forward in the City.
Passed during the Sept. 9 council session, interim urgency ordinance U-2270 prohibits the establishment or expansion of data centers while staff prepares environmental reviews and drafts potential permanent zoning rules.
Planning staff and City Attorney David Caceres noted that the urgency ordinance functions as a state-compliant moratorium. The pause will initially run for 45 days, with a planned extension, if needed, that could bring the total duration to approximately one year.
“It is vital that we thoroughly evaluate these environmental and infrastructure factors,” said Planning Director Gregg McClain. “Taking this time to carefully study the impacts on our local neighborhoods ensures we are making responsible decisions that protect our community’s resources and well-being.”
