Jill Anderson, 48, will officially start as the new Riverbank City Manager on February 27. Riverbank has not had a full-time City Manager for nearly a year when City Manager Rich Holmer was put on leave in March of last year. Jill has nearly 20-years of municipal government experience, though this is her first City Manager job. She worked in Norwalk with then-City Manager Ernie Garcia in Los Angeles County, and she was the Seaside Assistant City Manager in Monterey County. Jill will be relieving Interim City Manager Pam Carder.

Past MMASC President, Barstow Assistant City Manager Oliver Chi has degrees from both USC and UCLA. Oliver is a former Rosemead City Manager.

After 18-years of service, Hermosa Beach City Manager Steve Burrell has announced his retirement in March. Steve came to Hermosa Beach in 1993 from Capitola, where he served as City Manager for 15-years.

With City Manager Patrick Glover retiring, the City of Chino has begun a formal recruitment for his replacement by retaining professional executive recruitment firm Bob Murray and Associates.

Santa Rosa Assistant City Manager Jennifer Phillips is the current Chair of Women Leading Government. Lori Sassoon, City Manager of Villa Park is Vice Chair, and Senior Management Analyst in the Santa Clarita Recreation and Community Services Department, Sarona Vivanco serves as the WLG Financial Chair.

Retired City Manager Lauren Wasserman is the Interim Director of Public Services in Coronado.

City Manager Alex McIntyre is returning to California to accept the City Manager post in Menlo Park. Alex, 50, has been serving as City Manager in Lake Oswego, a Portland suburb. Prior to that he served in Marin County as an Assistant to the County Administrator from 2006 until 2008, and he also served as City Manager in Portola Valley (1997-2000) and Tiburon (2000-2006). He will succeed retired Menlo Park City Manager Glen Rojas.

Veteran City Manager Harold L. “Hal” Schilling died at his home in Sherwood, Oregon on January 14. He was 72-years old. Hal served as City Manager in Indio from 1998 until 2002, when he retired. He began his public service career as a Military Policeman in the U.S. Army. In 1964 he went to work for the city planning department in Los Angeles. He was appointed Principle Planner in Garden Grove in 1968, and became a Staff Associate in 1969. Hal was selected to serve as Assistant City Manager in Simi Valley in 1970. He became the Simi Valley Deputy City Manager in 1973 and was appointed City Manager Pro Tem in 1974. In 1974 Hal took the Milwaukie, Oregon City Manager post, and in 1979 he became the Chandler, Arizona City Manager. He served there until he took the Aspen, Colorado City Manager post in 1984. He was City Manager in Reno, Nevada in 1986. Hal came back to California in 1991 to served as the Lancaster City Manager. Hal tried the private side for a few years until he was appointed City Manager in Ontario, Oregon in 1995. Hal earned an AA from Los Angeles Valley College, a BA from California State University and an MPA from USC.

Former State Senator Denise Moreno Ducheny is a candidate for Congress. Desert Hot Springs City Manager Rick Daniels co-hosted a fundraiser for the Ducheny campaign at the Palm Desert offices of Noble and Company. Rick says he hosted the event on his own time and that it has nothing to do with city business.

Former South Gate Police Chief George Troxcil has succeeded former City Manager Ronald Bates. Ron is now City Manager in Pico Rivera. George is the former South Gate Police Chief. He has been serving as Interim City Manager since Ron left.

CalPERS earned 1.1% on investments in 2011.

Aurora Wilson, currently the Community Resources Director for the Coachella Valley Association of Governments, and the widow of the late Roy Wilson, who served as a member of the Riverside County Board of Supervisors, is a candidate for City Council in Palm Desert.

American Canyon’s new City Manager Dana Shigley has a BS from California State University, San Bernardino and an MA from California State University, Sacramento.

Upland City Manager Stephen Dunn has a budget challenge that finds expenditures growing more quickly than revenues. Public sector management psychologist Dr. Bill Mathis moderated a recent community meeting used to explain the Upland budget picture.

Colma City Manager Laura Allen co-authored an article published in the January/February, 2012 issue of PM Magazine with Amanda Thompson, Planning Director of Decatur, Georgia. The article is entitled: “Think You Can’t Measure Resident Engagement? Think Again!” You will find it on Page 16 of the issue.

Randy Bynder, a 25-year Rancho Mirage employee, has been selected to be the City’s next City Manager succeeding the retiring Patrick Pratt. Pat has been with Rancho Mirage for 33-years, the last 21 as City Manager. Randy is currently the Community Development Director. He came to work for the City straight out of graduate school at UCLA.

Dr. Frank Benest, retired Palo Alto City Manager, was presented with a 2011 ICMA Distinguished Service Award. Frank has served some 36-years in the city management craft.

Vallejo approved a 5-year employment agreement with new City Manager Dan Keen, the current City Manager in Concord. Vallejo Assistant City Manager Craig Whittom will serve as Acting City Manager from February 1 until March 4, when Dan reports. Dan’s base salary has been set at $270,000.

Former Artesia Assistant Lynn Karl Nordby, who went on to serve as City Manager in Enumclaw and Bainbridge Island, Oregon, and served with Willdan Financial Services before his current assignment as a Public Policy and Management Consultant with Municipal Research and Services Center in Seattle, Washington, authored “Maintain The Sharpest Tools” in the January/February issue of PM Magazine.

Redondo Beach Assistant City Manager Maggie Healy retired at the end of 2011 after nearly 30-years of working on the Redondo Beach city staff. Maggie plans to attend Pacific Coast University School of Law.

Paul Hogan, formerly of the city staffs in Hawaiian Gardens and Lomita, is currently a professional long-haul truck driver. He recently emailed Trackdown from Indianapolis on his way to Dallas.

California’s John Clark and Tom Odom are among the final six final candidates for the Ashland, Oregon City Manager post. John is the Garden Grove Human Resources Director. Tom is a former Greenfield, Grover Beach and Lomita City Manager, who is currently the Rancho Palos Verdes Public Works Director. He previously served as the RPV Parks and Recreation Director.

Diana Ingersoll has been appointed Acting City Manager in Seaside to replace City Manager Ray Corpuz, who is the new Salinas City Manager. Diana has been the Deputy City Manager since 2006 and before that the Seaside Public Works Director.

With Concord City Manager Dan Keen about to assume the City Manager post in Vallejo, Assistant City Manager Valerie Barone has been appointed Interim City Manager.

Atherton Interim City Manager John Danielson was forced to resign because the California Public Employees’ Retirement System (CalPERS) rejected the town’s request to extend his contract one more year. Deputy City Clerk Theresa DellaSanta will act as Interim City Manager and John will assist her through a consulting agreement.

Veteran Lakewood City Manager Howard L. Chambers, 67, has been re-appointed City Manager from his retired and “Interim” status. He has agreed to a three-year employment agreement, and will “un-retire.” Howard has served as Lakewood’s top executive since 1976.

Chico City Manager Dave Burkland has announced his pending retirement after 5-years on the job. Dave has served as City Manager since being named Interim City Manager when City Manager Greg Jones left the city staff.

Petaluma City Manager John Brown is addressing a legal action brought against the city by a former Council Member and long time critic of the City government Bryant Moynihan. The claim is that the City has misspent sewage treatment fees. A recent audit of the water and wastewater fund supports the accounting.

Former Sacramento City Manager William Edgar, 72, has been appoint to the Central Valley Flood Protection Board by Governor Jerry Brown.
