Atwater City logoThe City of Atwater is pleased to announce the appointment of Janell Martin as the City Manager. The City Council will consider and vote on her appointment at its regular meeting on Monday, August 24, 2026. Her anticipated start date is Tuesday, August 25, 2026.

Janell has dedicated the past 12 years to serving the City. As the daughter of retired Air Force parents, she developed an early appreciation for service, commitment, and giving back to others. She holds a Bachelor’s degree in Public Administration, further strengthening her commitment to public service and making a meaningful difference in the community she calls home.

“I was raised in Atwater, and this community has always been a part of who I am,” said Janell. “My family has attended Atwater schools, built lasting relationships here, and continues to be a part of this community. I was raised by parents who taught me the value of service and giving back, and I am honored to carry those values into this role. I look forward to working alongside our dedicated City employees to provide quality services, support responsible economic development and growth, and help create a strong future for the community that has given so much to me and my family.”

Throughout her career, Janell has gained a broad understanding of City operations, employees, residents, and the needs of the community. She views the opportunity to serve as City Manager as a professional responsibility and a personal honor. In her new role, Janell will work to build on the City’s progress and maintain a focus on responsive, transparent, and accountable local government. Mayor Mike Nelson expressed enthusiasm, saying, “Janell’s long-standing history with the City and her growth through various positions give her a unique perspective and understanding of Atwater. She demonstrated tremendous commitment and responsibility during her time as Interim City Manager and as Assistant City Clerk, and I am confident she will accomplish great things in this role.”
