The Risk Manager plans, organizes, conducts, and directs the City’s risk management programs. This position will oversee key areas such as insurance, claims administration, protection against damage to City property, loss control, contract insurance, indemnification, budget preparation, and may be involved in the oversight of workers’ compensation and employee safety.

Ideal Candidate

Depending upon assignment, duties may include, but are not limited to, the following:

  • Oversees risk management activities, including workers’ compensation, safety programs, general liability, loss control, and damage to City property.
  • Manages the City’s insurance programs, both insured and self-insured, assesses policy adequacy, costs, benefits, and arranges or renegotiates coverage.
  • Determines funding and reserve levels for risk and insurance programs, and prepares an annual risk management budget.
  • Develops and maintains risk management related to City information systems and software.
  • Recommends appropriate risk financing techniques, including reserve management and departmental cost allocation.
  • Collaborates with departments for developing property value updates on an annual basis for purposes of property insurance.
  • Sets insurance criteria for third-party contractors, vendors, and consultants, and evaluates their insurance adequacy.
  • Works with the City Attorney to assess indemnification and defense provisions in City contracts.
  • Investigates claims against the city, manages liability claims, and coordinates with the City Attorney’s office and outside counsel on defense of claims and litigation. Represents the City at mediation, settlement conferences, and at trial as representative.
  • In coordination with the City Attorney, oversee claims management related to claims filed against the City.  This will include receipt of all claims under the Government Claims Act, tendering of claims and defense to applicable insurers or risk pools, and ensuring all required notices under the Government Claims Act are sent.
  • Following investigation of claims, provides recommendations to the City Manager and/or City Council regarding value of claims.
  • Analyzes accidents and liability claims to minimize risks and costs, and develops loss reduction strategies.
  • Represents the City on the board any joint powers insurance authorities.
  • Administers the workers’ compensation program and oversees third-party administrators in this area.
  • Oversees risk management-related consultants and specialists as necessary.
  • Analyzes risk management reports and reviews legal cases to identify potential liabilities, and periodically review City risk management policies.
  • Supports positive relations between the City and the public, maintaining confidentiality, and performing other related duties.

EDUCATION: Equivalent to a bachelor’s degree from an accredited college or university in business
administration, public administration, insurance or financial management or related field.

EXPERIENCE: Three (3) years of progressively responsible, professional level experience in risk
management. Experience in a public agency is desirable.

LICENSES AND CERTIFICATIONS:

  • The ability to convey oneself to and from geographical locations frequently and timely, or possession of a valid CA driver’s license.
  • Designation as an Associate in Risk Management (ARM), Associate in Risk Management for Public Entities (ARM-P) or an equivalent is desirable.

BENEFITS OVERVIEW:

Retirement: The City is a part of the CalPERS retirement plan and does not contribute to Social Security.

Classic employees – 2% @55 formula, highest 3-year average compensation.

PEPRA employees – hired after 1/1/13 or Classic employee with 6-month break in service are eligible for a 2% @ 62 formula, highest 3-year average compensation.

Deferred Compensation: The City offers an optional 457 plan. Employees who actively participate receive a contribution by the City of 1% of their base pay on a bi-weekly basis.

Cafeteria Benefit Plan: The City offers a healthy cafeteria benefit program including choices among plan options for: medical, dental, vision, life insurance, dependent care, flexible spending account, and short and long-term disability.

Employee Development: $2,000 annual reimbursement for educational programs of which $1000 may be used for approved wellness expenditures.

Holidays: 11 authorized holidays per year.

Administrative Leave: 80 hours of administrative leave per calendar year. 

Vacation: Employees earn 136 hours of vacation and 96 hours of sick leave per year.
