Renne Public Law Group (RPLG) and Renne Public Management Group (RPMG) announced the launch of an Advanced Wildfire Risk Reduction (AWRR) program, headed by RPMG Consultant Dave Winnacker, that offers actionable solutions to reduce wildfire risk based on the latest fire science. Winnacker is the former Chief of Moraga Orinda Fire District, a Hoover fellow, and a state-wide leader in fire prevention and wildfire issues.

“Our goal is to provide communities with the tools and knowledge they need to mitigate wildfire risks effectively,” said Winnacker. “By combining advanced modeling, legislative changes and hands-on community outreach, we strive to create safer, more resilient environments.”

The AWRR program includes a thorough assessment and visualization of community wildfire risk, a review of existing ordinances and the development of phased implementation roadmaps for targeted fire risk mitigation measures. Its staff focus on drafting necessary legislative and policy changes, assessing staffing needs and creating community-wide risk reduction strategies. AWRR includes the services of Karen Boyd, a public agency communications expert with decades of experience handling high-profile issues, and California Public Policy Group, our affiliated Sacramento lobbying group.

“Effective wildfire risk reduction requires a multidisciplinary approach,” said RPLG Founding Partner Jon Holtzman, who also serves as general counsel to a number of regional fire districts. “Our team provides support, from policy development to robust hands-on community engagement, to ensure these strategies are successfully implemented. There is a lot of good science to help guide local fire prevention efforts, but actually implementing changes is often difficult. We attack the problem at both ends.”

RPMG also is committed to supporting clients in pursuing grant opportunities and developing enforcement strategies, with legal support provided through RPLG as needed.

“By working closely with community leaders, decision-makers and property owners, we can foster a collective effort to enhance public safety and reduce wildfire risks,” said incoming RPMG Consultant Karen Boyd, who has just joined the AWRR service team. “Our goal is to build strong, resilient communities through proactive and innovative solutions.”
