Office of Planning and Research Update
Effective July 1, 2024, the California Governor’s Office of Planning and Research (OPR) was renamed to the Governor’s Office of Land Use and Climate Innovation (LCI). The announcement from the Governor’s Office regarding this name change can be found here. LCI is in the process of updating its sample environmental forms. Any agency may revise its forms to reflect the new name change from OPR to LCI.
The name of the State Clearinghouse for submission of California Environmental Quality Act notices and environmental documents remains the same. The email address for the State Clearinghouse is still state.clearinghouse@opr.ca.gov.
Effective April 8, 2025, environmental notices and documents still need to be submitted on the State Clearinghouse’s CEQASubmit portal. The new portal is in the process of being set up and will be available soon. The current URL is still active and can be accessed here. You will be able to view filed environmental notices and documents on LCI’s CEQANet at the new URL once it is set up. View environmental notices here.
Lastly, LCI has established a new deadline for processing environmental documents with a same day filing date. Environmental documents must be submitted no later than 2:30 p.m. PST in order to receive a same day filing date.
Fish and Wildlife 2025 Fees Increase
Effective January 1, 2025, the Department of Fish and Wildlife has increased its fees for the following:
- Negative Declaration or a Mitigated Negative Declaration, the new filing fee is $2,968.75.
- Environmental Impact Report, the new filing fee is $4,123.50.
- Environmental document prepared pursuant to a Certified Regulatory Program, the filing fee has been increased to $1,401.75.
County Clerk administrative fees begin at $50.00. Prior to filing a Notice of Exemption or Notice of Determination, please check with the County Clerk to verify the current administrative fee.
