The City of Vallejo is thrilled to welcome Nalungo Conley to fill the City’s second assistant city manager position! This position reports to City Manager Andrew Murray and has been vacant since the departure of Terrance Davis in April 2024.
With over 17 years of dedicated service in local and regional government, Nalungo brings a wealth of knowledge, passion, and leadership to our community.
Her impressive career spans emergency management and training, grant and capital project oversight, community development, strategic planning, and organizational design. From her early days at the City of Oakland’s Office of Emergency Services, where she managed critical Homeland Security programs, to her recent tenure as chief of staff and human development manager at the Metropolitan Transportation Commission—Nalungo has consistently led with integrity, vision, and results.
Nalungo holds a bachelor’s degree in Political Science from New York University and a master’s in Public Administration from Golden Gate University. Outside the office, she’s a creative spirit who loves spinning fiber, weaving, and crafting—all while perfecting her backyard oasis for summer BBQs. As a proud resident of Vallejo, she’s deeply invested in our city’s future and excited to collaborate with the community to move Vallejo forward.
