Senate Bill 1383 (SB 1383) is a statewide initiative to address climate change by reducing pollutants like greenhouse gases. In alignment with SB 1383, local jurisdictions are required to provide organic waste collection services, procure recycled organic waste products and enforce regulations.
Cities must follow a multi-step compliance process that includes program assessment, community outreach and operational execution. The City of Pico Rivera is leveraging a technology solution to meet state requirements, increase cleanliness in public spaces and improve operational efficiency.
In September 2023, Pico Rivera launched a Smart Waste Collection Pilot Program at Smith Park, using BigBelly’s solar-powered, compacting bins. The bins automatically compact waste when they reach capacity and notify Public Works when service is needed, enabling staff to allocate resources more effectively.
The September 2023 staff report, developed by Director of Sustainability and Energy Victor Ferrer, outlines the pilot program’s potential.
“This program was a pivotal step forward in streamlining our waste collection in Pico Rivera.Since its launch, the program has improved recycling rates and significantly reduced our use of plastic bags.” said Steve Carmona. “A small change like switching bins has brought a lot of positive changes for both our community and staff, and we continue to explore other sustainability initiatives that will be beneficial.”
