After 8 years as City Manager for Pacifica and 35 years in local government service, City Manager Kevin Woodhouse has announced his retirement effective March 11, 2026. “It has been a great honor and amazing professional experience to serve as Pacifica’s City Manager, and I am extremely proud of the work we have accomplished together for the Pacifica community,” Woodhouse said. “I am proud to be leaving Pacifica a better place and a stronger city organization than when I first arrived in 2017.
It is the right time for me to focus my energy on the next phase of my personal and professional life, which will include continuing to be engaged in the city management profession by serving as president of the California City/County Management Association in 2026, and other related endeavors.”
Woodhouse, who was appointed City Manager in October 2017, has been one of Pacifica’s longest-tenured city managers. He came to Pacifica after serving as Assistant General Manager for the Midpeninsula Regional Open Space District for four years, and 23 years for the City of Mountain View in several capacities, including Deputy City Manager. Over the eight years he served as Pacifica’s City Manager, Woodhouse has also served as a member of the League of California Cities’ City Manager Department’s Executive Committee and the Cal-ICMA Board of Directors, Chair of the San Mateo County City Manager’s Association in 2024, and Chair of the San Mateo County Libraries JPA Operations Committee.
Woodhouse is proud to have worked with Pacifica City Councils and city staff members over the past 8 years to achieve numerous accomplishments in service to the community, strengthening the organization, and positioning Pacifica to continue its trajectory of progress into the future.

We are grateful for the strong leadership Mr. Woodhouse provided as the Council moved forward with several major milestones, including completion of a comprehensive update to Pacifica’s General Plan, Local Coastal Land Use Plan, Housing Element, and key economic opportunity studies. These investments, along with prudent fiscal management, annual strategic planning, steady improvement to Pacifica’s essential infrastructure, program enhancements, and successful recruitment and retention of top-notch professional staff have strengthened Pacifica’s organizational culture. We are positioned for a strong and successful future.”
The City Council will determine the selection process for the next City Manager in the near future.
