The City of El Centro Council appointed Robert Sawyer as city manager, effective October 21, 2025. The City Council approved the appointment with a unanimous 4-0 vote during a regular Council Meeting on Tuesday. Councilmember Michael Crankshaw was absent.
“I’m honored to continue serving the residents of El Centro in this new capacity,” Sawyer said. “I look forward to building on the city’s strong foundation and working with our dedicated staff and council to advance community priorities, strengthen city operations, and promote innovation.”
Sawyer brings more than 25 years of experience in local government and public safety. He began his career with the El Centro Police Department in 1998, advancing through the ranks to become police chief in 2022. In 2017, he led a program that leveraged grant funding to equip law enforcement agencies across the region with automatic license plate recognition cameras — an initiative that has helped solve crimes, locate missing persons, and recover stolen vehicles.
During his time as acting city manager, Sawyer worked closely with city departments to strengthen operations, ensure continuity, and maintain a high standard of service to residents. His background in management, finance, logistics and operations positions him to lead El Centro into its next chapter of growth and innovation.
Mayor Sonia Carter said Sawyer’s leadership reflects the city’s continued focus on progress. “Robert’s vision and firm determination to push for innovation will continue to drive the City of El Centro to Shine with Opportunity,” Carter said.
