City of Hercules logoAt the Sept. 23 meeting, the Hercules City Council received an update from the Public Works Department on the status of the Fiscal Year (FY) 2025-26 Capital Improvement Program (CIP). During the update, the Public Works Department shared the significant progress that the City is making on essential maintenance and development projects that improve and expand the City’s facilities, functions and public spaces.

“We are proud to see the progress that our Public Works staff have made so far in achieving the goals of the FY 2025-26 CIP,” said City Manager Dante Hall. “Although we have many more infrastructure needs than available funds, these improvements and maintenance efforts ensure that Hercules continues to be a safe, clean and beautiful place to live, work and enjoy all our community has to offer.”

The FY 2025-26 CIP includes 40 distinct projects, including the Hercules Hub, 15 buildings and facilities projects, 13 parks projects, six streets projects and five sewer projects.

“Thanks to careful planning from City Council, leadership and Public Works staff, the CIP has set the City up for success with funding resources and priorities that support our vision for Hercules’ future,” said Public Works Director Glenn Dombeck. “We are on track to see these projects come to life and we are glad to share where we are through each project.”

Current project highlights include:

Buildings & Facilities

  • Construction work will begin for the Police Lobbies project this October. Completion is anticipated in February 2026.

  • HVAC upgrades and electrical improvements at the Community Swim Center, Ohlone Community Center and Foxboro Community Center and for Slot Drain Repair at the Community Swim Center will begin this fall and continue until completion.

Streets

  • Work will begin on the Falcon Way Pavement Rehabilitation project in January. Completion is expected in spring 2026.

  • A design contract for Foxboro Pavement Rehabilitation Project will be brought to Council for approval on Oct. 14. Construction is expected to begin in the summer 2026.

  • The John Muir Parkway Traffic Calming project is underway with Kimley Horn providing design of slurry seal and restriping improvements. Construction is expected to begin in March and April 2026.

Parks

  • Design for the Beechnut Park Improvement Project is progressing. Construction is expected to begin in the summer of 2026.

  • The Refugio Valley Park Picnic Area and Foxboro Park Basketball Court and Playground Improvements are nearing completion of the design phase. Construction is expected to begin in the spring of 2026.

  • The Refugio Lake Restoration project is in design, with permits to be submitted in October and construction scheduled for summer 2026.

  • The Bay Trail Wall Repair project is scheduled to begin in October and is expected to be completed by the end of the year.

Hercules Hub

  • Staff continue to work to secure grant funding for the completion of the Hercules Hub’s design and construction.
