Public agencies across California regularly update compensation plans to meet legal requirements, reflect labor agreements and maintain modern workplace standards.
In 2023, the City of Santa Barbara contracted with The Segal Company for a comprehensive Classification and Compensation Study, reviewing job classifications, pay structures and internal equity for miscellaneous, police and fire employees.
In February 2025, the City Council received an update on the Classification and Compensation Study. City staff used the findings to support labor negotiations and develop the City’s 2025 Management Performance and Compensation Plan, which outlines how salary ranges, performance-based adjustments, and benefits are applied over time.
The City Council unanimously approved the new Management Performance Compensation Plan in April 2025.
