The Town of Los Altos Hills is pleased to announce the appointment of Thomas Leung, an accomplished finance professional, as the new Finance Director. Mr. Leung brings a wealth of experience and a proven track record in government finance, strategic planning, and community engagement.
Mr. Leung joins the Town of Los Altos Hills from the City of Cupertino, where he served as the Budget Manager. In Cupertino, Mr. Leung led the efforts in managing a $146 million annual budget, developed innovative financial tools, and led initiatives to enhance financial transparency and operational efficiency. His notable achievements include the development of a budget publication software application that saved hundreds of staff hours annually and the creation of interactive public engagement dashboards, earning the 2022 California Society of Municipal Finance Officers (CSMFO) Innovation Award.
During his tenure at Cupertino, Mr. Leung demonstrated exceptional leadership and problem-solving skills, particularly when the California Department of Tax and Fee Administration (CDTFA) reallocated tax revenue, resulting in a substantial annual decrease in sales tax revenue for the city of Cupertino. Mr. Leung was highly effective in communicating this issue to the City Council and the public, developing strategies to mitigate the impact, and navigating the development of a balanced budget despite the significant revenue shortfall.
The selection process for the Town of Los Altos Hills Finance Director was highly competitive, reflecting the Town’s commitment to excellence in public service. The Town of Los Altos Hills is known for its scenic beauty, community volunteerism, and dedication to maintaining a high quality of life for its residents. With a budget of $19 million for 2024-25, the Town prioritizes public safety, service delivery, and infrastructure protection.
City Manager Peter Pirnejad expressed enthusiasm about his selection of Mr. Leung to the position, stating, “We are thrilled to welcome Thomas to our close-knit, collaborative team. His innovative approach to financial management, strong interest in technology, and commitment to transparency and community engagement make him an invaluable asset to our organization. I am confident that Thomas will help us achieve our strategic goals and further enhance the financial health of our town.”
In his new role, Mr. Leung will oversee the Finance Department and Finance staff, ensure timely and accurate financial reporting, and seek innovative ways to optimize Town resources. He will serve as a key member of the Town’s Executive Management Team, contributing to strategic initiatives, updating policies, and streamlining workflows. His extensive knowledge of municipal operations and collaborative style will be instrumental in leading the department and supporting the Town’s strategic plans.
Mr. Leung holds a Master of Science from Stanford University and a Bachelor of Science from the University of British Columbia.
