The City of Calabasas City Council has formally opposed California Assembly Bill 470 (AB 470), citing serious concerns about how the proposed legislation could impact access to basic telephone services—especially for vulnerable residents in rural and underserved communities. At the April 23 City Council meeting, the Calabasas City Council sent a letter to Assemblymember Tina McKinnor, urging her to reconsider the legislation.

Under current law, at least one telecommunications provider in each area is required to offer basic telephone service, a responsibility known as Carrier of Last Resort (COLR). This essential service ensures that all Californians, regardless of location or income, have access to telecommunication services.

If passed, AB 470 would allow telecommunications providers to withdraw from their COLR obligations simply by notifying the California Public Utilities Commission (CPUC). The bill would also let providers classify areas as “well-served” without requiring third-party review or regulatory oversight.

“We are deeply concerned that AB 470 removes critical protections for residents who rely on landline and basic telephone services, especially in areas where cell coverage is limited or broadband is not available,” said Mayor Peter Kraut. “While we understand the need to evolve and modernize telecommunications systems, those changes must be deliberate, inclusive and safeguarded by strong regulatory mechanisms. AB 470 risks leaving communities disconnected, and that’s a risk we cannot afford—particularly when it comes to emergency services and public safety.”

The City of Calabasas urges legislators and the CPUC to prioritize reliable, affordable and accessible communications infrastructure for all Californians and safeguard residents, especially those in high-risk or underserved communities, from service gaps and corporate overreach. Of additional concern are residential areas that lack strong cell phone coverage where land lines provide an avenue for critical emergency alert notifications.
