The City of Hawthorne is moving forward with a major affordable housing initiative, partnering with non-profit developer Abode Communities to transform an underutilized, City-owned property at 14115 Cordary Avenue into a 93-unit affordable residential community. The Cordary Avenue Apartments project will provide high-quality one- and two-bedroom homes for local working families, seniors and individuals earning between 30% and 70% of the Area Median Income (AMI).
The project marks a historic milestone for Hawthorne, representing the City’s first 100% affordable housing development of this scale in decades. By converting public land into housing, the project directly supports the City’s Housing Element goals while helping residents remain in the community they call home.
“Hawthorne is taking a leadership role in addressing the regional housing crisis,” said City Manager Vontray Norris. “By contributing City-owned land and committing $7 million toward development, we are making a direct investment in our residents. The Cordary Avenue Apartments will provide stable homes and supportive amenities that strengthen families, reduce housing insecurity and invest in the long-term vitality of our community.”
To make the development financially feasible while guaranteeing affordability for decades, the project utilizes a layered regional financing structure. Alongside the City’s $7 million contribution, the development is supported by $10 million from the Los Angeles County Development Authority and a $6 million loan from the South Bay Regional Housing Trust. The loan represents the first affordable housing investment approved by the newly formed regional trust.
The project will undergo standard planning and environmental review processes, including thorough evaluations of local traffic, circulation and parking compatibility. On-site infrastructure will include 54 vehicle parking spaces, supplemented by additional parking capacity at Jim Thorpe Park.
The project is currently in the pre-development and financing phase. Construction is anticipated to begin Nov. 1, 2027, with completion expected around Sept. 1, 2029. While the development must comply with all federal and state fair housing laws, the City is exploring all legally permissible local preference opportunities for current Hawthorne residents.
