City of Chula Vista logoThe Chula Vista City Council has unanimously selected Tiffany Allen to be the next City Manager of the second-largest city in San Diego County.

She is an exceptional leader with a wealth of experience and deep understanding of Chula Vista’s unique needs,” said the Chula Vista City Council. “We are confident that under Tiffany’s leadership, Chula Vista will continue to thrive and achieve even greater success in the years ahead while meeting the evolving needs of our community.”

Allen’s tenure with the City spans over two decades, having held a broad range of positions primarily focused on land development, infrastructure finance and budget management. Before becoming Assistant City Manager, she was a Deputy City Manager, Director and Assistant Director of Development Services, and the City’s Treasury Manager. Allen has been instrumental in leading efforts like the development of the Chula Vista Bayfront, University and Innovation District, and other key projects like the City’s first-ever Project Labor Agreement.

“I am honored and thrilled to become City Manager for the City of Chula Vista at such a pivotal time in its growth and development,” said Tiffany Allen. “I look forward to working collaboratively with the City Council, City staff, and the community to continue moving this great city forward.”

As City Manager, Allen will oversee the continued momentum and development of the Chula Vista Bayfront, Millenia Library, University and Innovation District and other key initiatives enhancing public infrastructure, promoting economic growth, and strengthening community engagement.

Allen holds a bachelor’s degree in Political Science from the University of Oregon and a Master of Public Administration degree from Walden University. She is a member of the Urban Land Institute (ULI), Lambda Alpha International (LAI), the International City/County Management Association (ICMA), the California City Management Foundation (CCMF), and the Municipal Management Association of Southern California (MMASC) and lives with her family in Chula Vista.

Allen’s appointment will be effective October 3, 2025 upon the retirement of City Manager Maria V. Kachadoorian after nearly four decades of public service.
