As elected officials, businesses, and other stakeholders push for permit streamlining and ways to address affordability, the California Chamber sponsored the Building an Affordable California Act Ballot Measure. The Act proposes to expedite permit processing and environmental reviews for a wide spectrum of “essential projects,” as defined. The Act requires applications submitted by any person, legal entity, public agency, or public utility to construct essential projects to be subject to strict timelines, conditions, and limitations for application processing, tribal consultation, CEQA compliance, and related judicial reviews. Applicants, however, have the option of utilizing none, some, or all of this measure’s provisions.
