The City of Lynwood is pleased to announce the appointment of Joshua Boudreaux as the City’s new Human Resources Director, effective July 6, 2026.
Boudreaux brings more than 15 years of California public sector human resources experience, with expertise in labor relations, employee relations, recruitment, classification and compensation, risk management, organizational development, and employment law. Throughout his career, he has served cities, counties, and special districts, helping public agencies strengthen operations while fostering collaborative workplace cultures.
“Josh brings an exceptional combination of public sector human resources expertise, collaborative leadership, and strategic vision,” said City Manager Dr. Suja Lowenthal. “His proven experience strengthening organizations, enhancing recruitment, and cultivating positive employee relations will be a tremendous asset to Lynwood. We are excited to welcome him to our executive leadership team.”
Most recently, Boudreaux served as Director of Human Resources and Risk Management for the City of Carson, where he unified the City’s Human Resources and Risk Management functions, modernized recruitment processes, reduced citywide vacancies by more than 75 percent, and led labor negotiations, policy development, and citywide classification and compensation initiatives. Previously, he served in executive recruitment leadership with Koff & Associates, a Gallagher Company, where he successfully led more than 150 executive recruitments for public agencies throughout California. His career also includes leadership positions with the County of Orange, the Orange County Fire Authority, and the Orange County Employees Association.

Boudreaux holds a Master of Public Administration from Chapman University, a Master Certificate in Human Resources with a concentration in Employee and Labor Relations from Cornell University, and a Bachelor of Arts in Political Science from the University of California, Los Angeles (UCLA).
As Human Resources Director, Boudreaux will oversee the City’s Human Resources Department, providing strategic leadership in recruitment and retention, employee and labor relations, classification and compensation, training and professional development, organizational effectiveness, and compliance with state and federal employment laws.
