Over a three-year period, employees with the city of Sacramento’s building department regularly violated state building laws and city code, waived more than $2.3 million in permitting fees that should have gone into the city’s battered budget and operated in a system without rules or proper oversight, an external audit of the department found.
The audit was ordered by the City Council earlier this year after it was revealed a supervisor in the Community Development Department had improperly issued building permits in Natomas last year in violation of a federal building ban in the area while levees are upgraded.
