Stockton City Manager Harry Black has announced the appointment of Jay Kapoor to the position of Chief Financial Officer (CFO). Mr. Kapoor, who has been serving as interim CFO since December 2020, joined the City of Stockton as Assistant CFO in March 2020.

“Jay has done an outstanding job for the City,” said City Manager Harry Black. “He joined us at the very beginning of the pandemic and has demonstrated his leadership and financial acumen during these challenging times, while leading a department through a complete replacement of the City’s financial systems with a state-of-the-art Enterprise Resource Planning system. He is an excellent addition to the leadership team.”

Prior to joining the City of Stockton, Mr. Kapoor was with the State of California for seventeen years, having spent most of his career with the California State Department of Finance, first as a budget analyst, then advancing to the position of Assistant Program Budget Manager. At the state, he was responsible for nearly $52 billion in public funds related to implementing policies and programs for human services programs, including the departments of Social Services, Developmental Services State Hospitals, Aging, Child Support Services, Rehabilitation, Community Services and Development, as well as the Health and Human Services Agency.

Mr. Kapoor shared his vision for his new role at the City of Stockton. “As CFO, my primary focus will be to continue to support the City’s operations and the community in a manner that promotes accountability, transparency, and stability, while searching for innovative opportunities to foster economic growth and improved quality of life for all Stocktonians.”

In addition to his career experience and expertise, Mr. Kapoor holds a Bachelor of Science in Agricultural and Managerial Economics from UC Davis and a Master’s in Business Administration, with a concentration in Finance, from CSU, Sacramento.
