Scott Mitnick, Town Manager of Moraga, California, recently received the Credentialed Manager designation from ICMA, the International City/County Management Association. Mr. Mitnick is one of over 1,300 local government management professionals currently credentialed through the ICMA Voluntary Credentialing Program.

ICMA’s mission is to advance professional local government through leadership, management, innovation, and ethics and by increasing the proficiency of appointed chief administrative officers, assistant administrators, and other employees who serve local governments and regional entities around the world. The organization’s 13,000 members in 27 countries also include educators, students, and other local government employees.

To receive the prestigious ICMA credential, a member must have significant experience as a senior management executive in local government; have earned a degree, preferably in public administration or a related field; and demonstrated a commitment to high standards of integrity and to lifelong learning and professional development.

Mayor Steve Woehleke commented that: “Scott is a seasoned local government executive who has brought professionalism, ethics, stability, and vision to the Moraga organization. His leadership skills played a key role in the Town earning an AAA credit rating from Standard & Poor’s Global Ratings in December 2023. Scott is highly respected and appreciated by all five Councilmembers, Town employees, and the overall community.”

Scott is qualified for this recognition, in part, by his 24 years of professional local government executive experience. Prior to his appointment in 2023 as Town Manager of Moraga, he served as City Manager of El Segundo, California; County Administrator of Sutter County, California; and, City Manager of Thousand Oaks, California.

Highlights of Scott’s involvement with ICMA over the years include: Global Engagement Committee member (2013-2019), California-ICMA State President (2011-2012), Financing ICMA Task Force member (2012-2013), and author of “An Education on Devolution” article in Public Management Magazine (March 2017).

Scott has also made significant contributions to a number of other organizations, including: serving as Chair of the South Bay City Managers Association (2021-2022), Chair of the Ventura County City Managers Association (2006-2007), Board of Trustees member for Los Robles Hospital & Medical Center (2014-2016), KCLU National Public Radio Station Board member (2011-2016), Vice President of the Los Angeles Chapter of the American Society for Public Administration (1995-1996), and Chair of the San Gabriel Valley Chapter of the Municipal Management Assistants of Southern California (1993-1994).

In addition, Scott has served as a guest lecturer on public management, leadership, and public finance at a number of universities, including: Syracuse University, UCLA, USC, California Lutheran University, University of Wisconsin-Madison, Bristol University (England), and China University of Political Science and Law (Beijing, China).
