Clean Energy Alliance (CEA) is proud to announce that it has adopted its first-ever Strategic Plan, a major milestone in the agency’s mission to expand clean, affordable energy in northern San Diego County. Unanimously approved by the CEA Board of Directors in April, the Strategic Plan will serve as a roadmap for organizational growth, innovation and community-focused programming over the next two fiscal years.
“This is a major milestone for our agency, and it represents months of collaboration, community engagement and thoughtful planning,” said CEA Chief Executive Officer Greg Wade. “It not only affirms CEA’s commitment to clean, affordable energy, but charts a clear path forward to deliver new programs and benefits to the communities we serve. We’re excited to begin implementing this plan and continue building a cleaner, more resilient energy future.”
The 2025-27 Strategic Plan was developed through a comprehensive process involving input from the Board of Directors, Community Advisory Committee, an online community survey and founding documents. The plan reaffirms CEA’s mission statement to “empower local communities with the choice of sustainable and affordable energy for all customers, accelerating the transition to clean energy and fostering local economic growth, environmental responsibility, inclusivity and community well-being.”
The plan also outlines six guiding principles and goals, including:
- Promote Use & Development of Clean Energy
- Build & Maintain Financial Sustainability
- Provide Beneficial Customer Programs
- Actively Engage in Customer Advocacy
- Provide Exceptional Customer Service & Community Engagement
- Promote Organizational Development
In adopting the plan, the CEA Board also reviewed draft work plans for the upcoming fiscal years. Board members emphasized the importance of equitable program funding and distribution across CEA’s member cities, with an interest in both customer-centric programs and long-term initiatives, such as community solar projects aligned with local Climate Action Plans. A key theme in community feedback was to prioritize customer bill savings, clean energy access for all customers of all income levels and progress toward 100% renewable energy — while preserving rate competitiveness and financial stability.
CEA first launched in 2021 as a Community Choice Aggregator for the cities of Carlsbad, Del Mar and Solana Beach. It has since expanded to include the cities of Escondido, Oceanside, San Marcos and Vista serving more than 250,000 customer accounts across these seven member cities in northern San Diego County.
