General Plans serve as an agency’s blueprint for long-term development, outlining various land use decisions and planning activities that reflect the community’s vision and values.
To advance the goals outlined in the City of Torrance’s General Plan, in December 2024, the Planning Commission held a public hearing to consider the development applications for the Fashion Square at Del Amo Project, a 260-unit townhome development project distributed across 37 townhome buildings ranging from three to five stories.
The project aims to support housing growth and complement the surrounding area’s character by bridging single-family homes and the commercial hub at Del Amo Fashion Center. As part of the process, the City prepared an Initial Study/Mitigated Negative Declaration (IS/MND) to analyze environmental impacts of the project. The Study confirmed the project would not cause significant environmental impacts.
The December 2024 Staff Report, prepared by Planning Manager Leo Oorts, provides an overview of the project and its compliance with applicable planning standards.
“This project represents a thoughtful approach to supporting the City’s long-term vision for sustainable residential development in the urban core of Torrance,” said Leo Oorts. “ This Fashion Square at Del Amo Project reaffirms the City’s commitment to sustainable growth that aligns with the goals outlined in the Torrance General Plan.”
