The City of Vacaville today announced the retirement of Don Burrus, Director of Economic Development Services, following an accomplished career spanning more than two decades in local government and economic development.

Burrus first joined the City of Vacaville in the mid-2000s, left, and then returned in 2020 to lead the City’s Economic Development Department. With his return, he brought extensive experience in biotechnology, advanced manufacturing, electric vehicles, solar technology, alternative fuels and downtown revitalization. His leadership has been instrumental in shaping Vacaville’s transformation into a hub for biotechnology and advanced manufacturing.

During his tenure, Burrus spearheaded the City’s Biotechnology and Advanced Manufacturing initiative, positioning Vacaville as a leader in the bioeconomy. Under his guidance, major companies such as Agenus Bio, LG Chem, Polaris Pharmaceuticals and Transwestern Ventures acquired more than 120 acres in the Vaca Valley Business Park for new biomanufacturing facilities. He also helped establish the California Biomanufacturing Center (CBC) in Vacaville, a non-profit dedicated to advancing the state’s biomanufacturing ecosystem. Through his leadership, the City strengthened its workforce pipeline by partnering with Solano Community College, Vacaville Unified School District, Workforce Development Board of Solano County and regional universities to ensure a skilled talent base for the growing life science and advanced manufacturing industries.

Originally from the Midwest, Burrus began his career in economic development after completing graduate studies at Purdue University. He first worked in the Office of Mayor Ron Gonzales in San Jose, later refining his expertise at the San Jose Redevelopment Agency. There, he provided support to numerous start-up and clean technology companies, including Nanosys, Solar Junction, Ultratech and SunPower.

Burrus expressed his appreciation for working with innovative companies that create opportunities for local communities. “It can be challenging but also rewarding when these companies are able to reach production scale and provide career jobs for our communities,” Burrus said.

City Manager Savita Chaudhary praised Burrus’ leadership and service: “Don has played a pivotal role in positioning Vacaville as a premier location for biotechnology and advanced manufacturing. His vision, energy and commitment have created lasting opportunities for our community, and we are grateful for the foundation he has built for the City’s future.”

The City of Vacaville congratulates Don Burrus on his retirement and extends its gratitude for his years of service and lasting contributions to the community. Burrus’ last day with the City will be December 19, 2025.
