The Rose Institute of State and Local Government at Claremont McKenna College (CMC) has named Dr. Shanna Rose as Associate Director.
Founded in 1973, the Rose Institute is a leading academic center for the study of state and local government with a focus on California.
Professor Rose is a nationally recognized scholar of federalism and public policy and will strengthen the Institute’s research on complex policy and governance issues.
Professor Rose brings outstanding credentials to this position. She earned a B.A. with High Honors in Economics from Swarthmore College and an M.A. and Ph.D. in Political Economy from Harvard University, with fields of specialization in American politics and public finance. Before coming to CMC, she taught at the State University of New York at Stony Brook and New York University’s Wagner School of Public Service.
Dr. Rose joined CMC’s Government Department in 2014 and in 2019 became the founding director of college’s Public Policy major.
Her publications include Financing Medicaid: Federalism and the Growth of America’s Health Care Safety Net (Michigan 2013); Responsive States: Federalism and American Public Policy (with Andrew Karch) (Cambridge 2019); and Raising the Floor: Federalism and the Politics of U.S. Minimum Wage Policy (Chicago forthcoming 2026).
For the past several years, Professor Rose has served as one of the Institute’s Faculty Advisors. In that role, she has collaborated with research assistants on her academic scholarship and assisted with student training.
As Associate Director, she will become a member of the Senior Staff, supervise Institute research projects, and help oversee student training. Rose Institute Director Ken Miller said, “We are delighted to welcome Shanna as Associate Director. She is an outstanding scholar and teacher and will enhance the Institute’s capacity to produce high-quality research on the challenges facing California.”
