California public agencies must place tax measures on the ballot, allowing voters to decide whether new taxes should be created or existing ones changed. These measures play an important role in how agencies plan for their long-term financial needs.

At a special study session on September 10, 2025, the Calabasas City Council reviewed the City’s financial outlook, which projected a long-term deficit beginning in Fiscal Year 2025–26. City staff and Council evaluated potential options for supplementing the General Fund, including the possibility of a future tax measure.

The Council examined several revenue options, including a hotel bed tax increase, a business license program, a parcel tax, and an increase to the utility user tax. After reviewing the data, the Council concluded that only a local sales tax could generate enough funding to meet long-term needs. The Council also discussed  how a sales tax measure might reach voters, whether through a 2026 City-initiated ballot measure or a citizen-driven effort.

The study session, led by Chief Financial Officer Ron Ahlers, underscores the City’s commitment to a careful and transparent approach.

“The goal of the study session was to develop a full understanding of our long-term financial needs,” said Chief Financial Officer Ron Ahlers. “If a tax measure is ultimately placed on the ballot, the City is committed to ensuring the community is fully informed and ready to vote.” 

If Calabasas chooses to move forward with a tax measure, the City will launch community education and outreach to ensure voters have clear, factual information before election day. This work may include community meetings, informational materials and other efforts that align with standard City practices.
